this have not been able to reproduce

but I have a project attached with a problem where I am unable to rotate to 0 the figure at top.

Also after having enabled rotation mode from top toolbar, click and rotate can work ok, but holding ctrl prevent rotation, could it be implemented so that in rotation mode holding ctrl will be moving?
